Have you tried A.nnotate? It’s not quite the same scenario (all web based) but there is free version up to a certain usage level.

Indeed, Foxit is a very common “Adobe Reader Alternative”, but I guess I didn’t say it very clear: with PDF-XChange Viewer, there is no watermark, no pro-pack, no nothing. I would say that if you are using Foxit right now, you really want to switch.

Thanks for the links! There's also Foxit Reader. Free version leaves watermarks, but o.w. works fine. I like this one from Jarnal: "for $50 you can enjoy a subset of the capabilities that Jarnal provides for free."
